I love negima too, but if school rumble counts as a harem, I'm voting for that one, mostly cause of the main character that isn't such a wimp, and I still can't confidently predict how its going to end (like with most harems).

School Rumble isn't a harem. Harem has only one male character of any particular significance whom all the girls flock to.

For old but good try no need for tenchi. Some say It started the harem manga thing. Then there is A.I. love you another of Ken Akmatus's work.
Ai yori aoshi.
Then out the other side is Cheeky angel 'Tenshi na Konamaiki' but her cry of I am a boy does ware on ya.
