Generally speaking the unevolved forms are starters. Speaking in-game, the starter is the your pokemon you chose in the start whether it's evolved or not, since it was starter when you chose it, it stays as starter. When speaking of the pokemon generally (not the pokemon you or your rival chose) the first forms are starters and the evolved forms are second form or final form or something of the starter. Also, if you get another generation's starter, you call it "x generation starter", if you have traded other starters of the generation you're playing, then they're "starters" as long as they evolve, but generally speaking you might continue to call them starters.
It doesn't really matter what they're called, but I think this is the clearest way if you want someone to understand you generally and when talking of your current game process.

Correction: mew is catchable. Well, there were events where you could get it.
And then there's the glitch: catch Kesie, go into the line of sight of the guy in that same grass and press start before he challenges you, use teleport, go fight the Yadon guy right from the bridge, teleport again, walk up again, and before halfway through the bridge you encounter lvl 7 Mew.
That's in the first generation.

Your pokedex is defective. And I can count. It's an equation that gives two possible answers. They're both on the line, see? Oh, but if you can't count, you probably don't. If you didn't learn to count in school at all, I doubt you can do any hard equations (unless you had home tutoring or are obsessed by math), so perhaps you should just trust what other people tell you about this.
